The region’s ambitious AI agendas, spearheaded by nations like the UAE and Saudi Arabia, aim to position the GCC as a global AI hub. However, alongside technological advancement, ethical and religious considerations play a critical role in shaping how AI is developed and deployed in the region.

The Rise of GCC AI Strategy
Over the past few years, GCC AI strategies have taken center stage in national development plans. Saudi Arabia’s Vision 2030 and the UAE’s National AI Strategy 2031 are not merely economic initiatives—they are cultural blueprints, aiming to harmonize technological advancement with societal values. Investments in AI startups, smart city infrastructure, and digital government services are all accelerating the GCC’s transformation into an innovation-driven economy.

However, this rapid progress also raises key questions: How can AI systems align with the cultural and religious values of predominantly Muslim societies? And what frameworks ensure that this alignment is more than symbolic?

Islamic AI Governance: A New Ethical Paradigm
Enter Islamic AI governance—a novel framework gaining traction in the Middle East. This governance model seeks to embed Islamic ethical principles directly into AI development, addressing issues such as fairness, transparency, accountability, and bias, through the lens of Shariah law.

Rather than adopting Western-centric AI ethics wholesale, Islamic AI governance reflects a regional adaptation. For example, privacy is not just a technical issue but a moral and spiritual obligation. Similarly, ensuring that AI decision-making does not reinforce unjust discrimination aligns closely with Islamic principles of justice (Adl) and compassion (Rahma).

A growing number of scholars and policymakers are calling for advisory councils composed of AI experts, religious scholars, and ethicists to guide the design and deployment of AI systems. These efforts aim to ensure that the use of AI technologies respects the religious norms and societal expectations of local populations.

Carlo Halal AI Compliance: Bridging Technology and Faith
One of the more innovative initiatives in this space is Carlo halal AI compliance, a framework developed to certify AI technologies as “halal”—or permissible—under Islamic law. This compliance model evaluates AI systems across a range of criteria, including data sourcing, decision logic, and user impact, to determine their alignment with halal principles.

Carlo halal AI compliance is especially significant in sectors like finance, healthcare, and education, where ethical boundaries are critically important. For example, in Islamic finance, AI algorithms used for credit scoring or investment management must avoid riba (usury) and ensure fairness and transparency. Halal AI compliance ensures that such technologies do not inadvertently violate Islamic principles.

By integrating ethical oversight with technical evaluation, Carlo’s model represents a practical blueprint for how AI can evolve in the Islamic world without alienating cultural or religious values.

The Road Ahead: Regulation with Harmony
As AI becomes increasingly embedded in everyday life across the Middle East, the push for regulation grows stronger. Policymakers are beginning to craft AI legislation that balances innovation with ethical safeguards. But effective regulation must be proactive rather than reactive—and deeply rooted in local values.

The convergence of GCC AI strategies, Islamic AI governance, and Carlo halal AI compliance is not just a regional phenomenon—it could set a precedent for other religious or value-driven societies around the world. By aligning AI development with cultural and religious harmony, the Middle East may pioneer a more inclusive and morally grounded AI future.

As artificial intelligence (AI) continues to reshape global economies, the Middle East—particularly the Gulf Cooperation Council (GCC) countries—stands at a pivotal crossroads.
